Position Description:
The contractor shall support the collection and analysis of Service, CSA, and COCOM financial data regarding ISR TF-endorsed initiatives for use by the ISR TF and others to make financial planning and execution decisions. Activities include: 1) preparation of detailed budget briefings, financial tables, and spreadsheets in support of ISR TF, Office of the Secretary of Defense Comptroller and USD(I) budgetary requirements, processes and special projects; 2) compile and display financial analysis data using Excel pivot tables and database applications; 3) monitor funding requests to and from DoD, CSA, Service, Office of Management and Budget (OMB) and Congressional entities; 4) arm ISR TF leadership with financial analysis data to fully understand, support and defend ISR TF-endorsed initiatives. Additionally, the contractor will consolidate, track, and advocate for CSA/Service inputs and maintain an accurate baseline as initiatives change until execution handover (see Task 3.2). Contractor will maintain a constant and accurate linkage between initial requests and final submissions in preparation for mid-year and end-of-year reviews. Financial analysis responsibilities also include identifying relevant data sources, selecting appropriate methods of data collection and analysis, and reporting of conclusions, implications, and recommendations. Provide timely and accurate budget recommendations and draft correspondence to the ISR TF by means of developing, formulating, and recommending funding scenarios to address emerging ISR requirements/shortfalls. Respond to ad hoc requests for financial information from the ISR TF members. Compile data and prepare reports required by Task Force leadership for budgetary planning and decision-making.
